最高人民法院、最高人民檢察院、公安部、司法部、國家衛(wèi)生計(jì)生委24日聯(lián)合公布了《關(guān)于依法懲處涉醫(yī)違法犯罪維護(hù)正常醫(yī)療秩序的意見》，將對(duì)醫(yī)院內(nèi)6類涉醫(yī)違法犯罪行為進(jìn)行嚴(yán)懲。

Five agencies, including the Supreme People's Court, the Ministry of Public Security and the National Health and Family Planning Commission, jointly issued the notice that aims to bring stronger punishment for violent crimes involving medical disputes and maintain the order of medical practice.

包括最高人民法院、公安部一級(jí)國家衛(wèi)生計(jì)生委等在內(nèi)的五個(gè)部門聯(lián)合公布了關(guān)于嚴(yán)懲涉醫(yī)暴力違法犯罪，維護(hù)正常醫(yī)療秩序的意見。

“涉醫(yī)犯罪行為”即crimes involving medical disputes，也就是涉及醫(yī)療糾紛的犯罪行為，具體包括在醫(yī)療機(jī)構(gòu)內(nèi)毆打或故意殺害、傷害醫(yī)務(wù)人員，故意損毀公私財(cái)物（attack, injure or even kill medical staff and damage property）；擾亂醫(yī)療秩序（disturb the order of medical practice）；非法限制醫(yī)務(wù)人員人身自由(illegally restricting personal freedom of medical staff)；采取暴力或其他方法公然侮辱、恐嚇醫(yī)務(wù)人員(insult or threat medical staff)；非法攜帶槍支、彈藥、管制器具或爆炸性、放射性、毒害性、腐蝕性等物品進(jìn)入醫(yī)療機(jī)構(gòu)(carry weapons such as guns, explosives or toxic or radioactive materials with the intention of harming medical staff)；故意擴(kuò)大事態(tài)，教唆他人實(shí)施針對(duì)醫(yī)療機(jī)構(gòu)或醫(yī)務(wù)人員的違法犯罪行為(solicit others to commit crimes against medical staff in order to draw more attention)。

近期頻發(fā)的襲醫(yī)事件（attacks on medical workers）引發(fā)公眾和有關(guān)部門對(duì)于醫(yī)務(wù)人員及醫(yī)院安全問題的討論。有人認(rèn)為，要徹底改善醫(yī)患關(guān)系，需要進(jìn)一步加快醫(yī)療體制改革（patient-doctor relationships），改進(jìn)醫(yī)保體制（improving medical insurance system）等。
