為了進(jìn)一步完善我國(guó)民用航空法律制度，日前，中國(guó)民用航空局發(fā)布了《中華人民共和國(guó)民用航空法》修訂征求意見(jiàn)稿，面向社會(huì)公開征求意見(jiàn)。征求意見(jiàn)稿規(guī)定，嚴(yán)禁在航空器內(nèi)使用手機(jī)或者其他禁止使用的電子設(shè)備，吸煙，強(qiáng)占座位、行李架，堵塞、強(qiáng)占值機(jī)柜臺(tái)、安檢通道及登機(jī)口等行為。

Passengers using mobile phones on planes might face 50,000 yuan fine, according to a latest draft amendment to the country's Civil Aviation Law that was published on Monday by the Civil Aviation Administration of China.
中國(guó)民用航空局近日發(fā)布的民航法修訂征求意見(jiàn)稿規(guī)定，乘客在飛機(jī)上使用手機(jī)或?qū)⒚媾R5萬(wàn)元的罰款。

征求意見(jiàn)稿明確了14種危及民用航空安全（ endanger civil aviation safety）和秩序的非法干擾行為。

這14中行為包括：

在航空器內(nèi)禁止使用手機(jī)、吸煙、搶占座位、值機(jī)柜臺(tái)；
Using mobile phones, smoking, forcibly occupying seats on planes, or occupying check-in counters at airports;

劫持飛行中或者地面上的航空器；
Hijacking a plane during flight or at airport;

在航空器上或機(jī)場(chǎng)扣留人質(zhì)；
Taking hostages on planes or at airports;

強(qiáng)行闖入航空器、機(jī)場(chǎng)或者航空設(shè)施場(chǎng)所，沖闖航空器駕駛艙，強(qiáng)行攔截航空器；
Breaking into airplanes, airports or facilities thereof, occupying plane cockpit or blocking airplanes;

非法將武器、危險(xiǎn)裝置或者材料帶入航空器、機(jī)場(chǎng)或者空中交通管制單位；
Carrying weapons, hazardous equipment or material to airplanes, airports or air traffic management units;

謊報(bào)險(xiǎn)情、制造混亂、散布諸如危害飛行中或地面上的航空器、機(jī)場(chǎng)或民航設(shè)施場(chǎng)所內(nèi)的旅客、機(jī)組、地面人員或者公眾安全的虛假信息；
Lying about emergencies, sowing chaos or spreading rumors about endangering safety of passengers, crew members, ground staff or the general public on airplanes, airports or civil aviation facilities;

盜竊、故意損壞、擅自移動(dòng)航空器設(shè)備以及機(jī)場(chǎng)內(nèi)其他航空設(shè)施設(shè)備，強(qiáng)行打開飛行中航空器應(yīng)急艙門
Stealing, intentionally damaging or moving aviation equipments and other facilities at airports, forcibly openning emergency exit during flight.

以上行為，如情節(jié)特別嚴(yán)重，最高將處5萬(wàn)元以內(nèi)罰款。
