中共紀(jì)律部門22日宣布，將向中管高校派出反腐巡視組。本輪反腐巡視將對(duì)29所高校黨委進(jìn)行詳查。

22日，十八屆中央第十二輪巡視(the 12th round of inspections)工作動(dòng)員部署會(huì)在北京召開，這將是十九大召開前的最后一輪巡視，本輪巡視完畢后將實(shí)現(xiàn)十八屆任期內(nèi)中央巡視的全覆蓋，因此意義非凡。經(jīng)中央批準(zhǔn)，第十二輪巡視將對(duì)北京大學(xué)、清華大學(xué)、北京師范大學(xué)等29所中管高校黨委(Party committees of 29 centrally-administrated universities)開展專項(xiàng)巡視。同時(shí)，對(duì)內(nèi)蒙古、吉林、云南、陜西4個(gè)省區(qū)開展"回頭看"(re-examine the work of the Inner Mongolia autonomous region as well as Jilin, Yunnan and Shaanxi provinces)，對(duì)中共中央網(wǎng)絡(luò)安全和信息化領(lǐng)導(dǎo)小組辦公室(the Office of the Central Leading Group for Cyberspace Affairs)、國務(wù)院扶貧開發(fā)領(lǐng)導(dǎo)小組辦公室(the State Council Leading Group Office of Poverty Alleviation and Development)、中國鐵路總公司(China Railway Corporation)、中國船舶重工集團(tuán)公司(China Shipbuilding Industry Corporation)4個(gè)單位試點(diǎn)開展"機(jī)動(dòng)式"巡視(launch flexible inspections)。

根據(jù)會(huì)后發(fā)表的聲明，巡視工作的重點(diǎn)是規(guī)章制度的執(zhí)行(rules implementation)、領(lǐng)導(dǎo)干部的選拔任用，以保障清朗的政治生態(tài)(ensure a clean political environment)；巡視機(jī)制還應(yīng)引入更多機(jī)動(dòng)靈活的措施(more flexible measures should also be introduced in the inspection mechanism)，對(duì)腐敗形成震懾力(deterrents to corruption)。中共中央巡視工作領(lǐng)導(dǎo)小組組長(head of an inspection leadership group of the CPC Central Committee)王岐山參加了會(huì)議，他呼吁要在巡視中更好地發(fā)現(xiàn)問題。會(huì)議要求巡視組成員不僅要聽黨內(nèi)官員怎么說(urge inspectors to not only listen to what the Party officials say)，也要看他們怎么做(but also watch what they do)，強(qiáng)調(diào)應(yīng)根據(jù)群眾對(duì)黨委工作的評(píng)價(jià)做出判斷(make judgments on the basis of people's comments on the work of Party committees)。

十八屆中央首輪巡視就開始探索"三個(gè)不固定"(the three non-fixed items)——組長(the team leader)不固定、巡視對(duì)象(the inspection subjects)不固定、巡視組和巡視對(duì)象的關(guān)系(the relationship between the inspectors and inspection subjects)不固定。截至目前，中央巡視組已完成11輪巡視，巡視了247個(gè)黨組織(Party organizations)，完成對(duì)省市區(qū)(provinces, municipalities and autonomous regions)和新疆生產(chǎn)建設(shè)兵團(tuán)、中央和國家機(jī)關(guān)(central and State organs)、國有重要骨干企業(yè)(key State-owned enterprises)、中央金融單位(central finance organizations)的全覆蓋。
