世界知識產(chǎn)權(quán)組織和康奈爾大學(xué)等機構(gòu)日前聯(lián)合發(fā)布2017年全球創(chuàng)新指數(shù)報告，中國國際排名從2016年的25位升至22位，成為唯一進入前25名集團的中等收入國家。

China has moved up the list of the world's top 25 innovative economies, rising three notches from 25 to 22, with strong performance in several indicators, according to the latest Global Innovation Index (GII) released last week.
上周發(fā)布的全球創(chuàng)新指數(shù)顯示，中國在多個指標上的表現(xiàn)強勁，在全球前25個創(chuàng)新經(jīng)濟體中排名上升，從25位升至22位。

全球創(chuàng)新指數(shù)（Global Innovation Index，GII）由世界知識產(chǎn)權(quán)組織、康奈爾大學(xué)以及英士國際商學(xué)院聯(lián)合發(fā)布，該指數(shù)自2007年起每年發(fā)布，現(xiàn)已成為首要的基準工具，為全球范圍內(nèi)的企業(yè)高管、政策制定者等所使用。全球創(chuàng)新指數(shù)通過81項指標，對全球127個經(jīng)濟體的創(chuàng)新能力和可衡量成果進行評估，指標體系的81項指標分為制度（institutions）、人力資本與研究（human capital and research）、基礎(chǔ)設(shè)施（infrastructure）、市場成熟度（market sophistication）、商業(yè)成熟度（business sophistication）、知識與技術(shù)產(chǎn)出（knowledge and technology outputs ）、創(chuàng)意產(chǎn)出（creative outputs）等7大類。

報告顯示，中國是唯一與發(fā)達國家經(jīng)濟體創(chuàng)新差距不斷縮小的中等收入國家（the only middle-income economy edging closer to high-income economies in innovation），已經(jīng)成功躋身全球創(chuàng)新領(lǐng)導(dǎo)者行列。在7大類指標中，中國在制度、人力資本與研究、基礎(chǔ)設(shè)施、知識與技術(shù)產(chǎn)出、創(chuàng)意產(chǎn)出等5大類均有所提升。

2016年以來，我國在科技創(chuàng)新方面取得了不少成績，比如，首個X射線太空望遠鏡的發(fā)射（the launch of its first X-ray space telescope）、世界首個量子計算機的研發(fā)（development of the world's first quantum computing machine）、國產(chǎn)C919客機首飛（the debut of its home-grown C919 passenger jet）以及可燃冰試采成功（successful sampling of combustible ice）等。

創(chuàng)新是我國“十三五”規(guī)劃的核心，規(guī)劃提出，我國到2020年進入創(chuàng)新型國家行列（becoming an innovative nation）、2030年躋身創(chuàng)新型國家前列（becoming an international leader in innovation）、到2050年建成世界科技創(chuàng)新強國（becoming a world powerhouse of scientific and technological innovation）。
