Shanghai's Yangpu district is rolling out plans and supportive measures to attract more content creators, graduates and talents from across the world to work and settle in its area, including subsidies, incentives, free accommodation, and other services, as announced at a conference on Thursday.

An implementation plan released at the conference aims to lure more global content creators. For those qualified, the district is set to offer a one-time housing subsidy of 500,000 yuan ($69,000) to 2 million yuan for their purchase of the first house in the district. If they choose to rent an apartment, they will have the priority of housing in high-quality talent communities, with a monthly rental subsidy of up to 8,000 yuan granted. In addition, salary incentives and settlement support for family members are also offered, including education for their children as well as one-stop medical services.

Eyeing fresh graduates from both home and abroad, the district has also rolled out an action plan, effective from September, to offer them short-term free accommodation for interviews and academic activities. According to the plan, eligible graduates will be entitled to a maximum of three days (two nights) of free accommodation each time, with a cumulative total of no more than five times and 15 days (10 nights) per year.

For fresh graduates and overseas students who need short-term transitional housing before starting new jobs, they are entitled to up to seven days (six nights) of free accommodation once a year at talent communities with convenient transportation and complete facilities.

During the conference, the district joined hands with a number of top universities in Shanghai to establish an alliance to support talent growth and service. Sharing the goal of drawing global talents and promoting the cooperation between universities and companies, the alliance aims to better cultivate and keep high-level talents as well as boost the development of both scientific research and industries in the district.
