Should exam cheaters be sent to jail?

Editor's note: Students who are caught cheating during national exams could end up facing between three and seven years in prison, according to an amendment to the Criminal Law of the People's Republic of China, which takes effect from Nov 1. Support! All cheats must be sentenced to jail; more so with civil servants because if they can cheat on exams they can also cheat while at work. That includes corruption, using state funds for private purposes, and playing golf when they should be working, spending state funds on dinners, etc! Cheaters have no moral character to hold any job, private or public!
